Key Responsibilities

GIS Data Management & Mapping
• Maintain and enhance geospatial data on the City’s GIS maps and databases by importing and visualizing information from varied sources (e.g., address lists, sewer system data, tabular data, and verbal descriptions).
• Create and maintain accurate and consistent spatial data for City infrastructure.
• Correct and update GIS records of surface and underground utilities using input from engineers, field staff, and “as-built” construction plans.
• Work with engineers and technical staff to produce GIS-based maps that meet geodetic and cartographic standards.

Field Data Collection & Integration
• Collect field data using GPS equipment, process GPS results, and import the data into the GIS database.
• Oversee field data collection as needed and ensure accuracy of the information gathered.

GIS Analysis, Software Support & Quality Control
• Apply GIS techniques and current practices to analyze and interpret spatial data.
• Perform data manipulation and ensure quality control for final GIS deliverables.
• Support and help integrate third-party software that uses geospatial data.

Communication & Coordination
• Keep the Chief Data Officer informed of work progress, challenges, and potential issues.

Needed Knowledge & Skills
Education & Experience
• Bachelor’s degree in geography, GIS, or a related field.
• Minimum of 2 years of relevant work experience or graduate-level coursework/lab experience.
• Experience using GIS in utility or infrastructure settings preferred.
• Familiarity with LIDAR data, Leica, and Trimble GPS platforms is preferred.

GIS & Technical Proficiency
• Strong working knowledge of ArcGIS (latest version), including FieldMaps, Survey132, and ArcGIS Pro.
• Proficient in geodatabase design, including domains, subtypes, and relationship classes.
• Skilled in maintaining attribute/spatial integrity, building topologies, and using linear referencing.
• Proficiency in GPS and field-based geospatial collection tools.
• Experience with AutoCAD and remote sensing preferred.

Technology & Software
• Familiar with digital document management software and office filing systems.
• Basic proficiency in Microsoft Office and general software tools.

Project Management & Communication
• Strong communication, structured planning, and project management skills.
• Ability to work independently and seek technical guidance when needed.
• Capable of training and supporting City staff in the use of GIS technology.

Professional Skills & Work Ethic
• Proactive, adaptable, and willing to learn and apply new technologies.
• Demonstrated flexibility and innovative problem-solving.
• Ability to create and maintain metadata and document GIS processes accurately.

Possession of a valid Illinois driver's license

Residency
Employees are required to reside within 50 miles of the corporate limits of the City of Decatur. Upon appointment, employees may reside outside these limits but must comply with the residency requirement within 12 months to maintain employment.
